WebZoom out is attached to your Next Weapon keybind. So either change the primary or secondary keybind to whatever you want (mine is scroll wheel down). Zoom in is attached to your Previous Weapon keybind, so, again, change either your primary or secondary keybind (mine is scroll wheel up). This worked for me.
