Your first step should be: INSERT -> FEATURES -> CONVERT TO MESH BODY. Select everything, hit OK, and then delete all graphic bodies from the feature tree, leaving only "Imported" bodies.

Blender has a function called "decimate" where you can downsample an STL and then export it back out.
